It doesn’t work that way n Poland.
EXO is usually nominated by political origination which is actual government. The EXO is usually father of directors and grandfather of Team Leaders. Most of employees are relatives of EXO. From another hand there should be a couple of lines from the bottom of schema to the directors’ level because of bribery, sexual relations or another horizontal dependencies between employees.

I’m not sure, but I think that it means the system takes over regardless of the position in the government.
